Thomas L. Fisher, President and Chief Executive Officer
Tom Fisher’s effective leadership has produced sustained organization growth since his start with the Agency in 1978. He successfully negotiated four mergers between 1991 and 1998 to achieve the Agency’s strategic goals of increasing market share, diversifying services, and enhancing the organization’s ability to effectively and efficiently deliver services. Working with Community Care Services’ volunteer Board of Directors, Tom has complete fiscal and administrative responsibility, including grant writing, contract negotiation, senior manager supervision and public relations. He currently administers a $20,000,000 budget, and leads a staff of 450 employees who work in very diverse human services programs that assist children, adults and families. Tom serves on the Board of Massachusetts Council of Human Service Providers. He received his B.A. from Stonehill College, Master of Education from Boston University and is a graduate of the Non-profit Executive Leadership Program at Kennedy School of Government in Cambridge.
Brian M. Foss, Chief Operating Officer
Brian joined Community Care Services in February 2001, bringing extensive experience in a variety of human services positions since 1983. Prior to joining the Agency, he served as Senior Vice-President at Center for Health and Human Services in New Bedford. Brian is responsible for supervising the operations of Community Care Services’ Human Resources, Volunteers, Management Information Systems, Quality Management, Property Management and Facility Maintenance departments. Additionally, Brian has responsibility in programmatic functions including Outpatient Behavioral Health Programs, Community Based Services, DMH afterschool therapeutic programs, Prevention activities and new projects. He chairs Community Care Services’ Compliance, and Risk Prevention and Management Committees. Brian created a new nonprofit transportation subsidiary of Community Care Services, Community Care-A-Vans in 2003. He serves as Board President of Project Independence, a New Bedford adult day care provider, and as an At Large Commissioner for Southeastern Regional Planning & Economic Development District (SRPEDD) as well as, most recently, serving as Board Treasurer of the Massachusetts Adult Day Services Association for the last seven years ending in 2010. Brian received his B.A. from the University of Rhode Island, Master of Social Work from Rhode Island College, and Master of Science in Health Services Administration from Salve Regina University.
Muriel A. Ouellette, Chief Financial Officer
Muriel began working at Community Care Services in 1996 as the Agency’s Chief Financial Officer. Prior to that, she was Chief Fiscal Officer for S.S.T.A.R., Inc. in Fall River, MA and Cranston, RI. Her vast experience in accounting since 1981 brought a diverse portfolio of skills in detailed and complex budgeting, contracting, strategic planning, negotiating mergers and acquisitions, evaluating insurance, investment and pension options and auditing. Muriel manages a $20,000,000.00 budget for the Agency, working with all programs in annual financial planning. She is a graduate of Bristol Community College and Bryant College; and has passed the Uniform Certified Public Accountant Examination.
Nancy Gentile, Vice-President, Residential Unit
Nancy has been with Community Care Services since 1994. She has extensive experience as a therapist, case manager and in a variety of management roles for human service agencies since 1976. Her previous position was a Senior Manager for Children’s Friend and Service in Providence, RI, where she was responsible for the adoption and foster care programs. Nancy’s career has developed strong skills in partnering with state agencies to provide effective treatment plans and support family preservation. Nancy oversees several treatment homes for adolescents, a detention alternative program for adolescents, and the intensive foster care and adoption programs. She is a Licensed Independent Clinical Social Worker, and is licensed by Massachusetts Board of Social Work. She received her B.A. from Salem State College, and a Master of Social Work with a concentration in Administration and Management from the University of Connecticut.
Susan Furtado, Vice-President, Quality and Community Based Services
Sue has been working with the Agency since 2007 as the Director of Quality Management. Sue’s role involves the implementation and monitoring of performance and quality management initiatives agency-wide, as well as oversight of national accreditation processes. Sue joined Community Care Services following nearly two decades of program leadership positions involving mental health, juvenile justice and child welfare in Rhode Island. She has extensive experience in regard to organizational quality and performance standards and achievement. Susan’s most recent position was Vice-President of Child and Family Services in Newport, Rhode Island. Sue received her B.A. in Psychology and Sociology from Clark University and Master of Arts in Psychology, Applied Behavioral Analysis from the University of Massachusetts.
Karen Tewhey, Vice President, Education Services
Karen began employment with Community Care Services in 2010 and is the most recent addition to the management team. Karen oversees an array of education, social service and housing programs including the 3 campuses of the Southeast Alternative School (SAS), the Therapeutic Afterschool Programs (TAP), Taunton Youth Court, Silver City Teen Center, SCORE Peer Mediation, Education Consultation Services, and FOCUS housing supports. Prior to coming to the Agency, Karen served as the Associate Commissioner for the Department of Early Education and Care and was involved with the quality and licensing of services for children birth to fourteen. Karen is certified as a superintendent, principal, special education administrator and special education teacher in Massachusetts and has twenty five years of experience in administering programs for children who are educationally at risk. Karen designed and managed the Lowell Family Literacy Center facility, a hub for low income and immigrant families, and administered the Parent Child Home Program and Even Start Family Literacy Program in that community. In addition, she served as the Special Education and Mental Health Coordinator for the Head Start Program in Boston, the Director of Education for the New England Home for Little Wanderers, the Principal of a Mass Migrant Education Program in Holyoke and a special education teacher. Karen holds a B.A. from Simmons College, a Master’s degree in early childhood/special education from Lesley University and a CAS in Administration, Planning and Social Policy from the Harvard Graduate School of Education.
